Background Check Standards

South Texas Youth Soccer Association Policy Adopted February 2004 & updated February 21, 2020. South Texas Youth Soccer Association and its member associations agree to the following Volunteer Standards.

All applications are subject to review by the South Texas Youth Soccer Risk Management (KidSafe) Committee. The Committee will review the information submitted by the applicant as well as the results from the Criminal Background Check to determine the applicant’s eligibility. If the applicant is marked as DISQUALIFIED, he/she will have the opportunity to appeal the decision to the South Texas Youth Soccer Appeals Committee. The applicant will be marked as ELIGIBLE if the following conditions are met:

The applicant will be marked as ELIGIBLE if the following conditions are met:

  • No matches on Criminal Background Check, or
  • Matches on Criminal Background Check, or Self-Disclosure, for the following infractions/violations only:
    - Traffic or vehicle code infractions
    - Hunting or Boating violations

Based on the quantity and severity of charges, the applicant could be marked as ELIGIBLE or DISQUALIFIED if one or more of the following are present on the Criminal Background Check:

  • Worthless checks
  • Theft
  • DUI/DWI – less than three misdemeanors within the last ten (10 years)
  • Misdemeanor marijuana possession conviction if it has not been negotiated down from a felony charge – only if older than 1 year
  • Misdemeanor convictions or misdemeanors with pending dispositions except for crimes involving violence, weapons when used in the commission of a crime, or deviant sexual activity

The applicant will be marked as DISQUALIFIED if one or more of the following are present on the Criminal Background Check:

  • Felony records with a pending disposition
  • Any Felony charges with dispositions including, but not limited to, the following:
    - Guilty
    - Convicted
    - No Contest
    - Responsible
    - Adjudicated
  • ANY crimes against children including, but not limited to, abandonment, abuse, endangerment, indecency, neglect, sexual assault, pornography, possession or promotion of pornography, enticement, solicitation, or indecency
  • Three or more DUI/DWI or related convictions occurring within the last ten (10) years
  • DUI/DWI Conviction with a minor in the car
  • Contributing to the Delinquency of a Minor if convicted within the past two (2) years, or two or more within the past five (5) years
  • Domestic Violence convictions within the past five (5) years, or two (2) or more convictions within the past ten (10) years
  • Any conviction (including misdemeanors) involving violence, weapons when used in the commission of a crime, deviant sexual activity, or drugs (except misdemeanor marijuana possession) within the last ten (10) years
  • Sale and delivery of marijuana, for amounts greater than two (2) oz, if the conviction was within the past five (5) years
  • Mob Action, if the conviction was within the past three (3) years, other than protest marches
  • Gang Activity, if the conviction was within the past three (3) years

In addition to the criminal offenses above, an applicant may be DISQUALIFIED for the following:

  • Providing false or intentionally misleading information to South Texas Youth Soccer, or any member of South Texas Youth Soccer, on any form, application, questionnaire, or other document submitted.
  • Failure to provide South Texas Youth Soccer, or any member of South Texas Youth Soccer, with any additional statements or documentation reasonably requested to explain or clarify any issues surrounding the applicant’s Criminal Background Check results.
